The plan proposes that focusing on the major needs of the development of China's energy industry during the "13th Five-Year Plan" period, focusing on promoting the energy technology revolution, focusing on the formation of five major energy science and technology topics, and classifying each technical field according to a batch of application promotion, a batch of demonstration tests, and a batch of concentrated research. There were 70 key research projects, 48 demonstration experiments, 31 application and promotion projects, and 149 key tasks.

The five topics include clean and efficient fossil energy technology, new energy power system technology, safe and advanced nuclear power technology, strategic energy technology, and energy basic material technology.
